In "the most overtaxed country in the world" (as the US often likes to think of itself), 47% of households will pay no income tax.
Partly that's because you can't get blood from a stone. Sometimes you just have to tax them that's got the money. In the US, if your household income is over $150k you are in the top 5.8%
If your household income is over $250k you are in the top 1.5% The bottom 50% of people in the US only own 2.5% of the wealth. The top 1% own 35%.
However, the guys who own everything hate paying anything and would rather see the serfs pay (it's a Matthew 13:12 thing). That's why they would like to see a "value added tax" or "fees". And they also like to spread the word that the US is overtaxed so that when they write tax laws for themselves that lets them keep more loot they can say that they were doing it for the little guy.
