I shouldn't think this is such an announcement (though if there was a good time to blow something up and blame it on Iran this would be a good date).

After all, it has eleven in it.

However, there is also 2/22 and 3/3 which are also nice memorable dates (since middle eastern bombers seem to like having attacks on dates that are memorable in our calendar rather than in theirs).

2/22 happens during the 2010 winter Olympics up here in Vancouver. Yay!

No, this is probably a nuclear announcement to coincide with the 10 year anniversary of the revolution. It is highly unlikely to be anything that the Western powers could respond to overtly - that's not the way Iran plays. A terrorist attack or any other such attack would just present the US with an excuse to level Tehran.
