There's nothing here that says "it was all faked". It could simply be that declaring polar bears a protected species has really interfered with someone's oil or mineral claim. The observation that sparked this (according to the article) was a simple observation of probably drowned polar bears after a storm. Until further evidence come forward it looks like another case of a government trying to shut up a government scientist.
