He has that. Mind you, the mechanics of doing that haven't really changed over the millenia - you just tell your audience that they are better than "other types of people" (Aryan, Jew, Republican), doesn't matter WHICH group, and that things are gonna be fabulous. This is usually augmented by pointing at a "lesser group of people", calling them enemy and pure evil and yelling "look out - they're coming for you" from time to time. Carrot and stick.
