In BC, BC Hydro is still publicly owned. The BC Liberal party has been trying to move it towards privatization (give it to friends) but the left coasters are just too darned socialist.

In Alberta I recall that power is a private concern but was highly regulated until a decade or so ago when it was deregulated so that the markets could "fix" the power system. The price then immediately jumped and the reliability went down. They may have reregulated since then but I don't know.
