This story could have gone in science and tech because it has some scienciness in it, but there was politics too and it seems that politics won - at least the first round.
In 2004 the Army got new pixellated uniforms to try out in Afghanistan. The problem was that they were horribly bad as cammo - so there's $5 billion down the drain.
