Funnily enough, I read that story yesterday, and there were commenters noting the exact points made in the video about it being far from only Belarus that had issues, as well as it not being debunked that the CIA are involved in Pokemon Go.
To his extrapolated point of the Register deliberately running cover for the CIA, I think he's reaching (assuming he's not being tongue in cheek, as the Register itself often is). Occam's razor points me more towards lazy journalism. The very fact comments about the CIA being behind it are allowed would strike me as odd if the Register were shilling for them.
