Conservative puts mouth where the money is.

He's just saying what Conservatives think (and I don't mean the average Joe on the street who like to sign on to the "Conservative" label, but the ruling core of conservatism).

Since representative democracies and people's parliaments started showing up in Europe, the Conservatives have been on the side of those with established power - with the goal of "conserving" the status quo against populist zeal. When the old nobility in England was forced to allow a parliament they made sure not to let go of all the power and maintained both a House of the Commons and a House of Lords (heaven forfend that commoners should dictate) and conservatives fought always to maintain the old power of the lords until the nouveau riche industrialists started pushing the old lords aside and taking their place. The conservatives still advocate for the old principle that the rulers have the right to rule and have the right to benefit from rule.
Many churches sign onto the conservative agenda because they have similar philosophies, i.e. that it is God's own plan that some people rule - it is the fundamental underpinning to church power.

Actually giving power away to the powerless goes against this "natural order". Even worse, educating the powerless so that they might get "ideas". That's why you can generally expect public education to get much worse under conservatives who favour a system of schools that will teach their own spawn how to rule but which are far too expensive for the riff-raff to get in to - and ignorance factories for the rest. Creationism, anyone?
