There has been an increasing number of these types of incidents. Especially in areas hit hardest by the recession.

In a related note, you remember your post a while back about that town in Texas that was basically having its cops steal money from motorists attempting to pass through? Saw on Reddit today that a class action against them has just been settled, it will require the cops to have video recordings of all stops from here on in and that they'll be heavily monitored for the foreseeable future.
