Such nonsense. They have the same access, just some of them specifically refuse that education. In the late 70s through early 80s I was bused into a prominently black elementary school. I remember very well the bullying some black students got from other black students. They were not told to study and learn, because that was "too white". The school system would push most of these students along, even eventually graduating them as to not look racist.
