End Electronic Voting

electronic voting makes fraud too easy, and harder to identify

you want a voting system that takes the most work to commit fraud, e.g. paper ballots, voter ID verification, no same day registration and voting

Paper ballots are good, but I don't care too much about ID and registration. Get rid of electronic and get rid of mail in and you are most of the way there. Then for the last part just keep everyone in the room till the end of voting day and make sure everyone is there for the count.

People voting without ID and people registering on the day are just so much effort to fiddle to swing an election. Those things are completely impractical, even if you could move people quickly from place to place - the cost per vote is just ridiculous. The fraud happens with the prep and the counting where small numbers of people can load or count (or disqualify) large numbers of votes at a time (or they'll do it with rules banning certain types of voters or trickery like giving out provisional ballots when they shouldn't then failing to count them, or calling up whole neighbourhoods and telling them their polling station has moved).
