Seems to me that this is merely the codifying of what's been done for years ala extraordinary rendition.

The concern here is not foreign nationals, but rather US citizens. Here is an example. The FBI reads Dammy's anti-Obama Whyzzat posts. Dammy is arrested, stripped of his citizenship and shipped off to Guantanamo and tortured for 10+ years and eventually just disappears.

I would expect that this is targeted at US immigrants who gained US citizenship one way or another. I would also imagine that these people would need to be residing outside of the US as well.

As we have seen from the Patriot Act, they will claim it is only to target terrorist and will never be used on US citizens, but will immediately use against US citizens.

Now 1804 dislikes and counting with only 17 likes. I don't think I have ever seen a Youtube video so completely lopsided of likes to dislikes! That is more than 99% dislikes!
