Yup, it's all about the money. Like I've said before, money from tickets should never be fed back to the police or even the government. I'd rather have money collected from such infractions be burned in a huge bonfire, although we could probably safely pump the money into homeless shelters or use it to treat addicts. But we should do all that we can to remove the financial incentive for all of this - the top incentive should be law and order and of course the community itself.

Also, I'd be curious if the place where this video was shot had private jails. Wouldn't surprise me at all.

Precisely and this guy says that the job of the police is to deal with the 1% that preys on the population and not be preying on them for the benefit of city coffers. These quota programs are just a poor tax to pay for things that the wealthy want but refuse to fund.

Personally I hate fines on principle because they are fundamentally unfair. A $100 fine is not the same punishment for Bill Gates as it is for a waitressing single mum.
