BP knew the concrete they were using in the Deepwater Horizon was risky. They'd seen it blow out before but it was far away in a country that they basically own and so congress didn't need to know.
The CIA knew and the State department knew and the Bush administration knew and MI5 knew and Chevron knew - but Congress didn't know.
But then Wikileaks knew and then the Guardian and BBC knew and then everyone in every other country knew but the story never broke in the US so Americans didn't know and Congress didn't know.
Will Congress ever know? If they get to know will they figure it's just better in the end to keep their mouths shut or just deny that they knew? That seems par for the course.
