A state bank for Florida (like the state bank of North Dakota) would allow Florida to lend to itself and get out from under all current debt loads and fund government with less taxes.
In fact, it's how we used to do things in Canada. Our health care system only really started getting into trouble in 1992 when the government of Canada started to borrow more from the private banks and less from the national bank of Canada.
