Reagan could actually make a speech without using a teleprompter!

Past presidents mostly used notes on the podium, except during major speeches, such as the State of the Union, and convention acceptance speeches (your picture is from convention acceptance speech)

Obama's reliance on the teleprompter is unusual, he is lauded for his oratory, but no other president has used one at almost every event, large and small, even for the shortest of announcement, and even when repeating the same boiler plate lines he's been repeating for months
