this. That's not surprising. The top levels of many organizations (criminal and non) have similar networks. It's just that you would hope that the criminal and non criminal networks wouldn't have so many points of contact but at the top levels there isn't really much distinction. The law is for the little people. Those that administer, make and control the law really don't feel that compelled to abide by it.
