Here's a quick "How-To" lesson shot by the New York Times and then turned into a BBC News item - that is no longer hosted by either organization, it seems.
Proxy wars using hired terrorists often are - but so are regular wars. I remember reports of similar things going on after the Iraq war, including people getting their cars impounded then getting them back and being told to go to such and such a place to get compensation - and BOOM!That's a very dirty war.
I don't think it's so much the intent but the fact that any vehicle could blow up in your face, even if it was being driven by someone sane and otherwise non-threatening, or even a friend. Imagine the value in having all soldiers at checkpoints not sure whether any driver is safe.but suicide bombers are scarier than unaware prisoner bombers from a psywar op perspective.
