The bill was, originally, a $40 Billion investment into science innovation, job creation, and education.

Strangely the bill originated in President Bush’s American Competitiveness Initiative and had overwelming bi-partisan support.

From what I've seen recently, the Repubs are blocking everything the Dems put up for a vote as SOP. Since they can't have the Whitehouse it seems that they are now in permanent tantrum mode, whilst all the time pandering to the far right extremist fundie section of their voting block at every opportunity.
