I have no idea WHAT it is, but I know where it was filmed. If you look around at the related links and watch the original, the more serious guy is a reporter for a local station, but no idea who the redneck is, or what he's carrying on about.

Watching the original, I *still* have no idea what it is about, save that it was apparently during the Clinton years.

I *love* seeing the reporter from channel 19 having to stop himself from falling over laughing (at about .50 seconds in...).

I feel like it's a public service demonstration...
