That's actually a very insightful and clever metaphor. At least it is for urbanites. Rural populations often feel the presence and benefit of the state less with state interventions often seeming arbitrary and oppressive such as - paying taxes, paying tolls, not being allowed to dump garbage in parks or shoot deer from the highway.
