I think your confusion may stem from your belief that elections are the way that the people choose their government.

The finding is that fraud did occur but the courts have decided that it wasn't enough to swing the election (of course that is hard to really know. It's likely that more occurred than was reported as with any crime). However, the court also found that it was not proven that it was official policy of the conservative party - but that is fairly standard practice these days. Most of the dirty work is kept at arms length and the perps always try to keep themselves clean - look at the financial industry. "The company I was in charge of stole billions of dollars from a bunch of rubes? I had no idea."

The conservatives have learned a lot of this stuff from the US election fraud machine - and they are probably using many of the same people judging by the connections they have.
 
Now all we need to do is drag this scandal out to 2015. I sure hope Trudeau can keep his act clean until then!

Rob Ford lauds drug raids while police chief silent on any link to alleged video of mayor

In an afternoon news conference at police headquarters on College Street, Chief Bill Blair lauded the work of his officers, whose overnight sweep through a Dixon-Kipling apartment complex and nearby properties netted 40 guns and $3-million in narcotics. But when the subject turned to Mr. Ford and a cellphone video that allegedly shows the mayor smoking crack cocaine — purportedly filmed in the Dixon-Kipling neighbourhood and possibly stashed inside one of the targeted buildings — Chief Blair went silent. He would not say whether police seized any cellphone footage, or whether Mr. Ford was in any way linked to the overnight raids.
“We will be turning all of that evidence over to the prosecuting attorney [and] it will come out in court where it belongs,” Chief Blair said. “To do otherwise would, quite frankly, jeopardize the prosecution of those who we allege to be responsible for some very serious criminal offences.”

gee.. that sort of makes him sound like a suspect... i mean if he had no involvement why would they leave it like that?
