Well, sometimes people tell fibs about other people to get them in trouble. We know countries do this (WMD anyone? ... Or Incubator Babies? ... Or, perhaps assassination plots) - but law enforcement does it too (and not just hick towns confiscating Winnebagos on flimsy drug accusations).

That's terrible. Penalties for cops should be much harsher and quotas removed.

Penalties for cops should be the harshest! If harsh penalities are a detterrent to crime than those that enforce the laws should always receive the maximum sentence. If not have a special added to the top due to the crime of failing the public trust bestowed on them.
