I bet the neighbor's dog ate his paperwork in school on a routine basis since he didn't own a dog as a child. It does seem that he can not come to grasp his own failures. Bet his mother made all sorts of excuses for his failures as a child and he never matured enough to accept his own failures and has to blame someone else.
 
... and Europe is still trying to blame the USA. :D

In part it is, USA wanted a united Europe since the 1950s, hence the Bilderberg folks. What the Europeans did with all that rope was done with their own hands.
