This honestly doesn't even remotely surprise me, given the history of those two.
 
gah. Even more Bush. Didn't he do it by executive order and now they're trying to put it into law through congress. You can't have different laws depending on what you were arrested for - well, not in a free country. Innocent until proven guilty with full protection of the law.
