He stole public property. When he left office as Governor of Massachusetts he took with him a bunch of computing equipment which belonged to the people of that state, specifically hard drives and the mail server.

Now why would someone leaving office take with them all the hard drives?

Of course, it's not like we don't think he can't afford his own hard drives - it's just that the people of the state also paid him to work for them and a bunch of the evidence of what kind of work he did for them would be on those drives. Unfortunately the crime scene has been cleaned up.
