LOS ANGELES (Reuters) - A mountain lion ventured into the center of a crowded Southern California city on Tuesday, and was shot and killed when authorities had trouble corralling the animal in the courtyard of a building, police said.

this happens often in CA. people encroach on the animals territory and they are just looking for food.
 
To be honest, neither do I but it's a bit of a trademark of Red's and I was feeling a bit nostalgic. :p

as to "Topper" the only reference I am aware of in my lifetime is an old TV show about ghosts living with a couple. It was a comedy. This, in turn, was based on a film from 1937. I really don't recall the film. But I think I've seen the TV show.

Where I grew up it was used in the same way as "belter", "cracker", "beauty" or "peach".
e.g. if someone scored a particularly nice goal whilst playing fitbaw, those watching might be heard saying, "That goal was a topper!" (or any of the above)
 
I think he simply means that by adding his comment it brings the post to the top of the recent activity list.
Hopefully one day soon we will be able to ask him.
