But laws tend not to be enforced equally. We see people who should go to jail for fraud and murder and even war crimes but who don't because they are too well connected or too powerful. The effect works the same at multiple levels. The further up the pyramid you are the better you have it. For example:
 
Financial penalties, which are handed out far more commonly and way too easily (here in Australia anyway), grind my gears the most. A $125 on the spot speeding fine (citation/ticket) is going to impact someone earning $500 a week far more than someone who earns $10000 a week.
