This TED talk is specifically about the legal quagmire the US has become, but the lessons are generally applicable. In part it touches on my favourite saw when people tell me that "if you're not doing anything wrong you have nothing to worry about", the problem being that the law is currently so complicated and vast that it is practically impossible not to be doing anything wrong. There are so many laws you have no idea if you are obeying them all and some of them are contradictory so you can't obey them both. This leads to arbitrary enforcement which leads to distrust and paranoia.
