Won't help the dead woman though. It takes a lot of stupid policies and a lot of not caring for this sort of thing to happen. Here's the story...
Reading the comments there was illuminating as it pointed out something that in retrospect should have been obvious: Many women are primary care providers for both elderly and children, as such will often hold prescription drugs not their own.
I think your title is spot on.

I've picked up medicine for my aunt and mother. Most recently when my mom was in rehab and she literally was unable to pick up her nose spray.
When I pick up medication they have me sign for it so I'm not sure how me HOLDING a drug would be illegal.
Presumably under normal conditions they would simply have questioned her, maybe called the other person in question and left it at that...
