This may be more about power or chain of command, as NOAA eventually confirmed the oil plumes themselves. I'm guessing there were all sorts of hysterics going on around the oil spill and they just wanted to keep a tight leash on the official announcements. Not necessarily a bad thing in the midst of a crisis.
