Generally democratic governments eventually come to serve small cliques rather than the common people. The power elite tend to hold positions that give them unequal leverage in society such as owning press outlets to "guide" public thinking, banks to force compliment behaviour through debt obligation, religious institutions to sway behaviour through guilt and promises, the armed forces by force (of course) and always, subtly and behind the scenes, by intelligence services. Rule by an elected government is only an illusion if the government fails to properly exert its power and allows those other unelected powers to usurp its authority. Intelligence agencies often usurp power under the guise of "protecting the people" from an outside threat like Nazi Germany, or Global Jihad. It seems that GCHQ is no exception.
