That's not prisoners OF Al Qaeda, that is people who are Al Qaeda who Gaddafi had locked up in prison.
Yes, I guess it's old news but it's still true that thanks to the NATO backed insurgency there are a bunch more Al Qaeda guys out and about in the world then there were before (and, of course, a bunch more MANPADs too).
