Camp Bondsteel, um, I mean "Kosovo" is run by what used to be organized crime. Groups like that are often used by imperialistic countries because organized crime is organized, ambitious and has a grudge against the local government. They make good allies (at least temporarily). They have been involved in all sorts of hanky panky including running weapons in ans out of Afghanistan and Libya and wherever they are needed. They are also a conduit for heroin out of Afghanistan. This is strategically useful and conveniently nothing to do with the US government. Of course, if they actually didn't like what was going on there are 7000 US troops in the country that could round up the government in 12 hours or less.
But they also harvest organs from living people (though the operations in the case I cited were done in the US). But harvesting them yourself or merely handling the business are only two sides of one coin. If the Bedouin are taking organs then Israel is a good place to sell them.
China is likely in the business. Various spots in South America have had spates of organ trading. A lot of third worlders have suffered from organ traders but the money is made in the conduits. Some slum Filipino selling a kidney might get 800 bucks and be dead in a week anyway from infection, while a recipient can pay a hundred thousand and up.
