Cost comparable to conventional energy and 99.9% reliable and that's by using the state of technology today.
The trick would be regulating the distribution. Can't have Enrons manipulating the transmission rates (because they will if we let them). Also having many smaller producers makes the market harder to corner. The current owners like the fact that cost of entry is high and the generators are massive and centralized. Our problems aren't so much technical as political.
