I see Romney has a conspiracy theory. However, he is completely wrong about why the price of gasoline is so high. It has much more to do with dollar weakness (which is related to lax financial regulation and the cost of wars), uncertainty stemming from wars and rumours of war, the rise of other nations on the subsidy of US corporations outsourcing manufacturing to those nations and the other major factor behind the disgruntlement is that while the cost of living has accelerated under the inflationary policies of the federal reserve and the government, business leaders and freemarketeers have managed to prevent worker pay from rising with inflation the way that it used to. The money is still there for Americans to afford gasoline except it isn't in their hands, it's been gathered into the hands of the 0.001% just as it was in the 1930s.

if this is the extent of romney's understanding of how things work that doesn't bode well for his credentials

True, but that does not mean the top energy officials don't need fired. The 2 ideas are not mutually exclusive.

Considering the cost of oil (in USD) is mostly determined by US foreign policy and US domestic economic policy, the energy and (especially the) environment ministers have little to do with the cost of gasoline.
