The diagram on this is wrong. Spending for 2009 was approved in the Fall timeframe by the 2008 President. That's the way the budget works. Congress and the President approve the Budget for the next year in the fall.

I never said Obama didn't sign anything. I did say this is Bush era spending. Why - 2008 Congress passed the bills. Under which Bush was the President. And Bush signed the bills. I'd disagree that appropriations is a good measure of how to seperate this. Instead why not use $? You'd want to steer clear of using actual $ since Bush signed the majority of the spending. It's not hard to realize the first year of the next President runs on the last Budget passed by the Last President.
