Quite obviously, it says that spying with national copyright censorwalls are illegal! ;)

Ya, not sure what the Scarlet is, probably some kind of filtering system. Scarlet may be the firewall software itself but the prior paragraph almost implies it's some kind of extension to the firewall, but I'm still not sure what Scarlet actually does. Either way, it seems that it's necessary and costly and that may cause problems for the firewall scheme as a whole. That's my take on it. Overall, not a well written article.
 
heh. I actually fully read Cecilia's linked article, but didn't notice there was a link at the bottom of it. But now I refuse to click it. :D
