Atlanta Federal Appeals declared the law unconstitutional. DC, VA, and OH Federal Appeas ruled it is constitutional.

It'd be interesting to see the Supreme Court vote it down. I imagine it'll open the flood gates to lawsuits on any mandated taxation.
