When all else fails to silence them, just have them arrested!

"It turned into a little food fight within the caucus, between the caucus chairman trying to control the caucus and certain elements, I guess with Ron Paul, trying to be heard," said Tom Kipers, a former chairman of the St. Charles GOP, who attended the caucus at Francis Howell North High School.

An off-duty police officer, hired as security, eventually fielded a trespassing complaint against the Paul supporters and notified on-duty police in the area municipality of St. Peters, who, along with police from other jurisdictions, arrested two Paul supporters and ended the caucuses early. A joint-jurisdictional police helicopter arrived on the scene. Kipers said about 10 officers arrived in total.

The Ron Paul crowd have the numbers and know the procedures but the old guard will not cede their power. There are lots of reports of similar behaviour as the old guard completely disregard their own rules so as to shut out Paulites. Ron Paul supporters are getting an education in politics and in larger numbers than ever before - playing by the rules only works for the guys that make the rules - else the rules don't count. When rulers ignore the law it's only a matter of time before the ruled find that they must too.

Unless things actually tip over, rather than completely ignoring the law, both sides have to make a calculated decision regarding just how much of the law they can get away with ignoring.
And that always favours those in control.

people are afraid to vote their conscience...

There is also at least one dirty tricks campaign afoot to disqualify Paul delegates. And they probably don't need to disqualify many. As usual in vote rigging it's often only necessary to scrape the numbers down a little bit (at least in winner-take-all systems).
