It looks like the US wants the government of Canada to use US thugs to pacify the Canadian people (presumably in the interests of the American corporations and resource hogs that own us) and for the service, as in Iraq, we are to extend to said thugs immunity from Canadian law. Further I would assume that, as in Iraq, these thugs would also be immune to American law since any crimes didn't happen within US jurisdiction.
Because they would be here at the request of the Canadian government (just as the Soviets were in Afghanistan at the request of the Afghan government) they technically wouldn't be invaders but if they aren't beholden to our law then they are pretty much outlaws.
