Among the "meta-data" that the NSA collects are - the complete voice conversations of whole countries so they can play it back later.
The CIA spies on the people who are supposed to oversee them. The CIA meddling in government has gotten so bad that even Dianne Feinstein has been driven to say something about it.

And the NSA has been spying on representatives and judges for ages.
