I don't think it's Obama. It's more like most people misunderstood 1984. I still meet people who say that they are quite happy to be watched if it keeps terrorists away.
Did they take 1984 out of the school reading list. Maybe people don't understand how aberrant the surveillance state is compared to the liberal ideals of the formerly free world.
But this isn't down to any particular president. This is an agenda driven by the rich (ruling elite). They want us watched to make sure no one will challenge their power just as they want gates enclaves for personal security.

I had a depressingly similar interchange with a relative not so long ago. It's the tired, old, "if you're not doing anything wrong...." refrain.
