Before you wreck a country to turn it into another country (one that will allow you to take its resources and build bases there) you need to find a bunch of people who are willing to take on the role of government and who have the savvy to do what it takes to get the job done. Organized crime is always a good candidate for such things. For example - Kosovo.

Unfortunately it's not Obama. Getting rid of him won't change things. The CIA has a long standing relationship with unsavory types overseas and a long standing relationship with resource companies in the same way that British Intelligence did (and does).
