What if Russia had nukes in Canada and Mexico?

This sort of thing has been widely known for decades really but apparently actual governments have generally taken an ambiguous position officially. It's similar to the Israeli position on their nuclear weapons. Officially they will neither confirm nor deny their existence, though officials have on (fairly recent) occasion mentioned them in a less ambiguous way (perhaps accidentally without fully considering their grammatical constructions). It's a weird little game that governments play. If we don't admit it then we can use the word "alleged" (or similar word) if anyone else mentions it.
