Just do what everyone else does. Call them terrorists and then you can kill them.

Or you could use the more subtle approach that the US used which they are already implementing in parts.

1) Offer them no media coverage.
2) If you do give media coverage make sure it's negative.
3) Use intimidation, non-lethal weapons, physical violence and mass short term arrests to discourage participation in the crowds.
4) Arrest and rough up the "leadership". Restrict their freedom to travel by putting them on 'no-fly' lists etc.
5) Use phone technology to determine who talks to who and what their movements are and use that information to disrupt plans.
6) Use provocatuers and splitters to sow dissension and turn members against each other.
7) Don't forget the classic moles

All the usual things that protest groups have to deal with in the west. Remember that you are always free to agree with the rulers. If you don't agree you are a terrorist!
 
Nice to see them doing something constructive.
