The answer always depends on whose. My water is more important than your oil but my oil is also more important than your water. Simple so long as you don't try to think too many moves ahead.

Easy to solve in the US. Let the free market decide if they want fuel or food out of Colorado by eliminating the awful ethanol requirements so that the primary farming locations can grow food instead of fuel additives. Problem solved by free market and reducing government regulations.
