I didn't see any allegations that the FBI provided explosives. It seems that Connolly was a bad FBI agent working with Bulger and helped him get away with what he was doing in exchange for some leads on the mafia - which benefited both of them personally. Extrapolating that to the entire FBI agency is like what metalman is doing by posting cherry picked crime stories involving blacks. Same shit different pile.

It's just an example of the kind of entrainment or regulatory capture (or whatever other terms get used) that is just a natural part of most of the enforcement systems we set up. They eventually create relationships and become part of the thing they are investigating or regulating. Sometimes institutions sanction criminal acts if they feel it will lead to better relationships, i.e. if it increases the credibility of the moles - even though it's generally illegal to do so. Furthermore undercover can take advantage of that license to enrich themselves or to gain influence with others by which they can enrich themselves or increase their personal power. It's a perpetual problem of spy-craft and is no more surprising to find in intelligence fields that are supposed to be better regulated or with more oversight, especially when budgets and the prestige of "big busts" are on the line.
