Mexico decriminalized possession of small amounts of all major narcotics in 2009. including marijuana, cocaine, heroin, ecstasy and crystal meth, but selling drugs is still illegal. Mexican police officers would rarely arrest people caught with small amounts of drugs before 2009, it was merely an opportunity for the officer to extract bribes.
