the electoral board was setup in anticipation of different states voting for different Presidential candidates (multiple candidates with no party affiliation), and then the electors reaching an agreement on a President after multiple votes, with candidates being eliminated after each vote. The formation of the 2 party system was not anticipated in 1789

Not all states are winner take all, 2 states (Maine & Nebraska) split their electoral votes by Congressional districts, and then the Statewide winner receives the extra 2 electoral votes
